Stephanie is married to Barry (below), is the Website author and handles much of the PR for the Team, including shooting and editing of informational and teaching videos, as she is the owner of FAT CAT Productions. K-9 CLARICE: Building Search Certified. Disaster Search Certified. Clarice (or "Rici", AKA Precision's Secret Agent) is an Australian Shepherd in training for national certification in Disaster. K-9 BUDDY: Human Remains Detection (Land and Water). Buddy is a Labrador Retriever and was originally owned by the State of Kansas and served as a Human Remains Detection dog for the correctional facility in Hutchinson, KS. Buddy was adopted by the Guinn's in 2000 and his training has been maintained since. He has been on several searches. Buddy holds CGC Certification and retired TDI. He is also involved with the development/utilization of APRS (Automatic Position Reporting System) for our search teams use and various GPS applications. Gunther has been utilized at the Wichita/Haysville, KS tornado in 1999 and the Parsons, KS tornado in 2000 and other recent area Human Remains Detection searches. Gunther is a Canine Good Citizen and a retired Therapy Dog (TDI).

Bachelors Degree in General Sciences at Wichita State University (WSU). Amanda plans to pursue a PhD in Applied Animal Behavior. Through her work at WSU she assisted Dr. Ellie Shore, professor of Psychology, in several studies at the Kansas Humane Society (KHS) aimed at increasing animal adoptions. Once the studies were complete, Amanda decided to stay at the KHS for two additional years as an employee. Amanda now teaches canine handling classes for the Kansas Humane Society, teaching new volunteers how the Canine Enrichment Training Program works (formerly the TLC Program). Tom has traveled the United States for 12 years, 10 of this as an iron worker. He is adept at walking 4 inch beams at great heights! Safety Director and on site safety certifications for all heavy equipment. Recently, Lead Foreman for roofing of area Pizza Huts and has experience working with metals. Currently employed as a trim carpenter. Tom helps us build many of our outstanding training obstacles, bark boxes and helps complete work on other projects. Registered Nurse employed for the past 12 years by the Kansas Department of Health and Environment (KDHE). She is federally trained as a Health Facility Surveyor. She has attended tracking seminars throughout the Midwest sponsored by: Network of Canine Detection Services (NOCDS) and National Bloodhound Training Institute (NBTI) and Texas Alliance of Search K-9's (TASK). Liza is also Certified as a Hug - A - Tree Presenter (a national program that teaches children how not to become lost and what to do if they do become lost). Brad has been with the WFD for 12 years and spent the last 5 in Fire Prevention as an inspector (3 years) and investigator (2 years) with Arson Investigation K-9, Jodie. Brad has an Associates Degree in Fire Science, a Bachelors in Administration of Justice, and a Masters in Criminal Justice! He and Jodie spent 5 weeks together in Front Royal, VA, at the ATF* Facility where they learned how to work together and Brad learned to read Jodie's behavior changes. Jodie works for a food reward and is trained daily (24/7) receiving approximately 70 "alerts" each day on training aids. Brad and Jodie are certified yearly by the ATF. K9 JODIE: Black Labrador, Arson investigation K-9. Jodie is 3 years old and was trained by the Guide Dog Association for the Blind in Long Island, NY. After a year in guide dog school, Jodie decided on a career move to Accelerant Detection and went to work for the Bureau of Alcohol, Tobacco, and Firearms. Jodie spent 10 weeks on encoding and evaluations to see if she liked fire scenes and could discriminate between normal burn smells and hydrocarbon smells. She is certified on gasoline, diesel fuel, kerosene, charcoal lighter fluid, Zippo type lighter fluid, lamp oils, citronella oil, paint thinners, solvents, and Coleman fuel. Jodie is certified down to 1 ml of 50% evaporated gasoline! She has worked nearly 100 fires since her March 2001 Certification. She is on duty until age 9, and then will retire with Brad at his home. I can share happened out in the County. A large ranch home (2500
square feet) burned down to the basement and the County investigators
called for Jodie. The fire debris was anywhere from 1-4 feet
deep in the basement of this house. I worked Jodie over the top of
the debris pile and Jodie gave me a change-in-behavior in two locations.
We removed the debris from the areas Jodie alerted in and found a sealed,
one-gallon solvent can at one spot and a can of mineral spirits at the other
spot. This was under 2-3 feet of fire debris in sealed cans!" B.

EMERGENCY MANAGEMENT OFFICE The following are those individuals who are employed by Sedgwick County and oversee many of the the Team's activities. Our unit is very privileged to work with these talented and professional individuals. Bob Lamkey, Public Safety Director Bob Lamkey has been the Director of the Public Safety Division since the position was created in 1999. The Division consists of 911, EMS, County Fire, Fleet, Emergency Management, and Regional Forensic Science Center Departments. Mr. Lamkey has a Bachelors Degree in Biology and a Masters Degree in Management. He spent 24 years as an aviator and staff officer in the United States Air Force before joining Sedgwick County in 1996.
Randy Duncan, Emergency Management Director Mr. Duncan is the Director for Sedgwick County (Wichita) Kansas Department of Emergency Management. He is also a past president of the International Association of Emergency Managers (IAEM) and currently chairs their Domestic Preparedness Issues Committee. He is a graduate of Southwestern College in Winfield, Ks. with a B.A. in Political Science. Duncan was named as a Kansas Certified Emergency Manager in 1992, an IAEM CEM®[1] in 1993 (in the first graduating class of CEMs) and an Oklahoma Certified Emergency Manager in 1994.He served as Chair of the KS Emergency Management Association's (KEMA) Standards and Practices Committee, which designed and implemented the KS Certified Emergency Manager Credential. He served in a similar role for the OK Emergency Management Association (OEMS) Certification Committee. He has also served as a consultant to the IAEM in the development and field-testing of re-certification questions for the CEM® credential maintenance. He is past President of KEMA and past Chair of the Mid-American Emergency Management Conference. Randy is a graduate of the FEMA Professional Development Series (PDS). He is currently a member of the KS Training Cadre, a group of local coordinators who present filed training to fellow Emergency Managers. In addition, he has served as a training consultant to the States of Missouri, Iowa, and Oklahoma. Duncan has also serves as adjunct faculty to the Emergency Management Institute in Maryland! He also works as a consultant to Research Planning, Incorporated (RPI) on the Biological Warfare-Improved Response Program Project. He also consults with Battelle Memorial Institute. He is a member of the International Association of Counter Terrorism and Security Professionals and has been in local government since 1986. Randy has administered five presidential declarations of disaster -four in KS and one in OK. The most recent was the May 3, 1999 Sedgwick County Tornado. Before local government, Duncan worked for six years in local media (one year as a news Director for KWKS-FM, and five for the Arkansas City Daily Traveler newspaper). He has been a contributor to the IAEM Bulletin and the Bridges publications. He has also been published in the American Society of Professional Emergency Planners Journal, and the University of Colorado's Natural Hazards Observer. He has written the introduction to a book, Living Safe in an Unsafe World: The Complete Guide to Family Preparedness by Kate Kelly, published in August 2000 by NAI. He is currently serving KEMA in the role of Legislative Chair. Randy has had the unique experience of traveling to other countries to help others develop Emergency Operating Plans and was very busy in NYC during the 9-11-01 Crisis working alongside Emergency Planners to help them recover from the terrorist disaster. He also has been part of the planning of the 2002 Winter Olympics in Salt Lake City and traveled extensively otherwise. Randy is from Ponca City, OK and raised in Arkansas City, KS. John Crosby Operations Officer for Sedgwick County Emergency Management. Mr.Crosby began working for Sedgwick County Emergency Management in February 1992 as Emergency Management Officer I. He was promoted to Operations Officer in 1998. Crosby is also a Kansas Certified Emergency Manager (KCEM), and a member of the Kansas Emergency Management Association (KEMA). He is also an active amateur radio operator (KB0SQK).Crosby’s first experience with disasters occurred in 1980. He has been involved with or responded to natural and technological hazards including train derailments, ice storms, blizzards, severe thunderstorms resulting in wind, tornado, and flood damage, fires, grain elevator explosions, drought conditions, water system failures and hazardous chemical incidents. Crosby also specializes in working with computer and amateur radio issues within the agency. Before Sedgwick County Emergency Management, Crosby served as Chief of the Wichita / Sedgwick County Fire Reserve – a group of approximately 30 volunteer firefighters.
Jack L. Kegley, KCEM Deputy Director, Emergency Management. Served in the United States Air Force twenty years, from March 1967 to April 1987 at which time he retired. During his tenure eh served ten years in food service and ten years in Disaster Preparedness. Serving his final four years at McConnell AFB where he assisted with the closure of the Titan II Missile complexes. After retiring he managed the grounds maintenance contract on McConnell AFB for a year and a half while going to school at Butler County Community College. In August 1989 he started with Sedgwick County Disaster Management (now Emergency Management) as a Disaster Officer. In January 1992 he was promoted to Deputy Director, the position he currently serves in. He served five years on the Board of Directors for the Kansas Emergency Management Association. Two years as Area Vice President, one year as President Elect, one year as President and one year as Past President. Certifications: Certified by the Kansas Emergency Management Association as a ‘Kansas Certified Emergency Manager’. Certified by Kansas Division of Emergency Management as a Radiological Officer/Instructor and a Radiation Source Kit Custodian. Member of the Kansas Division of Emergency Management Training Cadre. In Sep 2001 he was selected as Instructor of the Year.
Rick Shellenbarger, KCEM Regional Hazardous Materials Planner Mr. Shellenbarger is a certified Kansas Certified Emergency Manager (KCEM) as a Regional Hazardous Materials Planner in the Sedgwick County Emergency Management office and has over 15 years of emergency planning and response experience. He is responsible for the creation and maintenance of all-hazards analysis plans, commodity flow surveys, gap analysis plans, and hazardous materials plans over a nine (9) county area in South-Central Kansas. This includes the creation and maintenance of a Computer-Aided Management of Emergency Operations (CAMEO) database and mapping system identifying critical infrastructure concerns, susceptible populace areas, potential threats to the communities, and other Homeland Security issues. He also coordinates with local, state and federal agencies that include: fire, law enforcement, emergency management, health, and public works. Additional responsibilities are the mitigation and business continuity planning for potential hazards that may impact businesses and communities as a result of cascading disaster events. Mr. Shellenbarger has a B.S. degree in Business Management from Friends University and is also a graduate of the Federal Emergency Management Agency’s (FEMA) Professional Development Series (PDS). He is certified by the Kansas Division of Emergency Management as a Radiological Officer/Instructor and currently serves as the treasurer of the Kansas Emergency Management Association (KEMA), and as a District 6 Advisory Board Member for the City of Wichita. Achievements include being published in the International Association of Emergency Managers (IAEM) Bulletin. Mr. Shellenbarger served in U.S. Air Force as an assistant manager (NCOIC) in Bioenvironmental Engineering Services. He was responsible for developing and implementing disaster response checklists, hazardous waste assessments, bacteriological analyses, and radiological analyses.
